These little scoots are made to be electric start only. The kickstart is there for emergencies. It might be easier to just buy a new 50cc or even a 150cc engine since you can weld and install it.
There should be a VIN plate on the frame and the VIN is stamped on the frame also. I hope you didn't give much for it. Did he have a valid title? That is an important part. We have a VIN number lookup for stolen scoots here also. You will need a clean title to register it.

Throw the plastics in the trash. They are a PITA to fool with every time you need to make an adjustment or fix anything.

From what I've read and researched about it the 150cc engine is a direct bolt on to the 50cc bike frame correct?

And no I didn't pay a dime for the scooter. Surprisingly the frames in really great shape just a few little areas of minor surface rust the handlebars are nice and straight too.the triple tree looks nice and straight at the very least I've got a solid frame to work with

A 150cc is a top mount engine. Different frame mount points are used. check out some pictures of frames and engines. Since you can weld you may be able to fabricate some mounts.

Thank you for the information on the frame mounts. And on a side note, that first TaoTao 50cc white scooter that I've been working on of my neighbors I actually had that thing going 50 miles per hour provided the speedometers accurate.
