Speculating the gremlin MAY be fuel supply related . . insufficient refilling of the carb bowl? It appears the only fuel reaching the throttle bore is via acceleration pump squirts. Might try twisting up the carb bowl vent hose and squirting in some additional gas or brake/carb cleaner.

My next question is the intake manifold on tight? Is there anything stuck underneath it keeping it from properly seating , Its hard to tell from photo but it looks like something is stuck under it up by the head or is that just strangely cut?

solved, vacuum leak at manifold. new o ring installed.

To accurately diagnose problems follow the troubleshooting guide in the service manual to the letter. Guessing and shotgunning a scoot with new parts is not the way to fix them.
On the other hand, have you checked and adjusted the rear brake?
