How long did you try bleeding them til you gave up?
Sometimes it takes about a thousand squeezes of the lever and 5 to 10 re-fills of the reservoir til you get all the air out and they start to grab.
Squeeze the lever, hold, open and close bleed nipple, release the lever, repeat.

screw drive isnt the best tool for the job it is real easy to cock the piston on these small calipers with a screw driver when you try bleeding them are you getting a good forcefull stream of brake fluid out

Double check the pads and such if it doesn't work out. I had a guy bring a scoot to me because he couldn't bleed the brakes. I tried for a bit and removed the lever from the handlebar to be sure I was getting full pull when pumping the brakes and could get pretty much nothing out of it. Eventually I took the caliper off and found a pad wasn't in there right and got the lever feel right almost immediately afterward.
Another thing to try if there's no success is to gravity bleed them first. Open the master cylinder and open the bleeder until fluid comes out. It's not really necessary in most scoots, but it might be worth a try. It won't give you a firm feel, you'll still need to go through the other bleeding process.

Well, you gave it a good try. I commend you for that and don't feel bad, I use a screwdriver to open the pads when I screw up and squeeze the lever with the caliper removed. We've all done it and I bet we will all again. At least some us will... If you search high and low on eBay and all the other Chinese parts sites, you will find a match of a whole new brake system just like yours for a reasonable price. You just have to spend some time clicking that mouse. Happy hunting!

I once bled a brake that was being stubborn and I had to move the lever assembly outward on the handlebar so I could get more travel on the lever each squeeze and that made the difference between success and failure. It really worked. I always squeeze the lever slowly. Gotta finesse it!
