So my scooter originally had a "second-air control assembly" (new concept to me), but someone disconnected it and pinched off the opening for it on the exhaust. I've since replaced the muffler with a brand new tecnigas one, which has no opening for a second-air.
So my question is, can I benefit from somehow incorporating the second-air back into my exhaust/is it possible?

That's emissions related stuff. Has no performance or fuel economy benefits. Think smog pump on a seventies car.

Oh sweet! I originally got a 2 stroke to increase my carbon footprint so that's great news.

Not many aftermarket pipes come with fittings for that. It will just put hot air into the air box. Not good for performance.

I’ve run across pipes with a dummy air pipe, I guess for places with inspections.

I removed the silencer entirely. Now it's just a hole in the frame. Maybe some cool air will get in there and...idk do something?
