I was thinking a muffler shop might be able to do it for you for not too much $

That's prob the best bet. When I say heated, a standard propane torch isn't going to do it. Just don't know what you may have access to. If you take it somewhere, make sure you mark it well where and how much you need it bent.

you can try filling it with sand when you heat it to try not to kink it but its also harder to bend

I think Brent is correct about heating it. You don't want to crack it or put too much stress on the metal cause it could crack afterward if you bend it cold. The heating will allow you to bend it a lot easier. I think the scooter should be there so you can test fit it and then bend it a little more if necessary. The sand trick sounds good but it might be hard to rinse it all out. Any residual sand would probably blow out when you run the engine but it might not. You bought it for "performance" and sand in there probably isn't going to help it any.

the sand trick absolutely works. i use to use it to bend exhaust pipes for my b15 sentra side exit conversion kits. just make sure the sand is dry (i usually baked it in the oven for a little while), and pack it in there as tight as you can. then the header pipe is so small you could probably use a conduit bender to shape it. you actually can get a better bend then a mandrel machine can do!
