This is a small outfit operating out of a warehouse in Redmond that sells primarily Lifan engines and bikes. They seem to be the closest retailer to Seattle for this stuff, other than a Ducati dealership in the city that sells heavily marked-up Buddy and Stella models.
I bought a new 49cc GY6 scooter from them a few years back (a Lifan Metro, your basic Sunny-style). They are still selling the same model for $649 +tax. The service was fine. The dealer warned me about all the things you would expect - the gas gauges tend to be unreliable, they're very cold-blooded, etc.. He was very open about his impression of the build quality.
However, they don't seem to care much about selling scooter parts. If you're not buying something as big as an engine, they don't much care about your business. I was trying to find a replacement speedo cable for the same scoot, and the usual internet stores (even ebay) were coming up empty. Apparently these Lifan models use a speedometer drive puck that requires an uncommon cable end .
I contacted Hooper Imports about getting one, and wasn't able to get any solid response from them - not even a "no, we don't have those". I might have gotten a better response if I'd actually gone out to the building, but I didn't want to make the trip from Seattle without being sure, so I eventually just gave up on it. I planned to replace the puck with a more generic one, but a few months later an eBay seller appeared with my needed cable.
So I give them a "meh" rating. I'd willingly buy a bike from them again, but I wouldn't recommend them for parts to anyone.
