I installed new front brakes on my eton and the wheel is hard to turn. been working on this for 2 days can not find the fix please help!

You mean hard to rotate/spin or turn left and right? I assume rotate since it's brakes unless you've got a brake hose hanging up or you've tightened down a steering head nut or something other than the brakes.
Maybe the pads are a bit thick right now or the piston was not completely depressed? Pad(s) not seated correct? Is the caliper lined up with an equal distance to the rotor on either side? If not, perhaps it's just a spacing issue, something installed in the wrong spot.

you might also want to check the speedometer puck..i had mine turned back and not straight up and it caused the wheel to be tight. you can also check the screws that hold the pads in..mine where not flush and it caused the pads to skew inward on the backside.

I've had a couple of occasions where I ordered brake pads and they were too thick for the caliper so the wheel dragged. The solution was to hold them against the side of my grinder wheel applying pressure to wear them down a mm or two til they were correct.. I used a respirator and a gloved hand and I did it slowly so as not to over-heat them. I wore them a little bit and tried them and they still dragged so I did a little more etc... It's time consuming but not near as much as re-ordering a new set or losing sleep because I'm angry about the first set not fitting. Where there's a will, there's a way. I make stuff work if I can.

This is a disk right? I know some scoots still come with front drums.
