My scooter is starving for fuel, changed the filter, change the fuel line, changed the fuel cap. It goes for about a mile and shutdown, then starts back up go for a while and same thing any suggestions?

Leave the fuel cap loose and test.
Check the valve clearance, tight valves can do the same thing.

Have you checked the vacuum operated petcock? if that is faulty or there is a leak in the vac line, it won't open the fuel flow enough to keep the fuel bowl in the carb full while running. The bowl holds enough fuel to run for about a mile or so, give or take, in my own experience.
You can temporarily bypass the valve and see if it stays running, and are inexpensive to replace.
