Is there any chance u have too much oil in it I've had a few times my friends changed there own oil and put too much in and had exactly same issues dry black plug and can't go over 20. It doesn't take to much over full to cause those issues. Also take the air filter off and drive it see if it's better one of the over fill oil issues the oil spat up intake and clogged his pod filter even after I drained oil to proper level it had same issue till I removed his air filter and it ran fine

When u check oil it needs to be warmed up and in high stand and u don't screw the stick in just till threads touch and pull it warm bike up shut off let it sit for a couple min on high stand and check if it's even slightly above cross hatch marks on stick drain some

Welp, I pulled out the stick, wiped it off, stuck it back in without screwing, pulled it out - nothing. Screwed it in and pulled it back out - still nothing. No oil.

False alarm! Forgot to put it on the stand. Tried again, oil level went about a third the way up the section with the hatch marks.

It might not be a bad idea for you to look on offer up or Facebook marketplace for a cheap scooter I buy whole scoots for 50 to 150 no title and I also find engines sometimes for 30 to 80 that I use for parts it probably wouldn't be a bad idea instead of playing around u could just be swapping parts without having to buy shit

I get to full speed about 4 seconds into that video and stay at full until the end. About 15mph. Sounds healthy to me. No sputtering.
I'm not sure about the stick shift question since I've never driven one. It seems to me like RPMs top out much higher when the bike is on its stand, but that may be normal.

If ur rpm if high or normal and ur not hitting faster speeds ur issue is most likely in the cvt unless u have a brake dragging or something if it wasn't running correctly ur rpm would be lower sounding u wouldn't reach peak rpm with a badly running engine. I believe u have to be missing a issue in the cvt weather it's a clutch slipping or too light or possibly to heavy rollers/variator issue

If u have a way to get a rpm reading that would tell a lot it should be hitting at least 6500 rpm more like 7000 or above if it is ur issue is for sure in the cvt
