Best way to put a fat tire on the back of a small scooter

I've built custom cars in the past, but now I want to try a scooter build. One of the main mods I want to do is to put a fat tire on the back. I haven't bought a scooter yet. I live in Ukraine now (formerly California). There are lots of makes and models available here used. Which make or model should I try to find, to make this the most feasible? I'm thinking about a wheel/tire something like the kind I see on some electric scooters. Has anyone on this forum done this? I have a welder and I have access to machine tools. Looking for ideas.

The Honda Ruckus/Zoomer has a ton of pre-fab'd aftermarket engine mounts, spacers, and wheels. It's pretty easy to put that together.
