I can't tell you a make and model. It's basically a goped or standup scooter with a seat added. If you look on sites that sell those, you're likely to find very many possibilities for what it may or may not be (make/model). With Chinese scooters and small powersports products like these, they are often made in one or a few factories and then rebranded who knows how many times. So the same product could have 1 or 100 makes and models.
The good part about that is that even the more rare makes and models often interchange parts with more popular sellers. The engine style shown is incredibly popular in gopeds and sit down models like yours and even in pocket bikes or midbikes. Use pics and measurements whenever possible if you need parts for these things.
