New engine replacement no start

Put a new engine on the scooter, new cdi, relay, charged battery. No power from the stator on new engine, starter motor won't crank. All headlights, dashboard etc work but no crank to starter motor. Other than a complete new wiring harness, any suggestions all that happens is relays jumps and clicks.

Should the wires going to the relay( 2 wires) be flipped or should the match.

Also starter motor connects to positive terminal and while the red negative has no connections.
