Normally there are restrictors in the exhaust at the start of the pipe if its a standard pipe and a restrictor in the variator. The variator is normally a ring that stops the variator closing like this

Not familiar with that scooter, my two stroke had an exhaust system that was VERY restrictive and helped with import emmission requirements here in the states. Once I took that off and put on a tuned pipe I automatically gained an additional 8-10MPH. I also had the restriction in the variator.
Look at your exhaust, see if it's one solid pipe leading to an expansion chamber or if there are various tubes that lead to nowhere or if it's connected to a pair valve system.

thanks for the welcome and ive checked the variator no restriction im thinking the rollers could be worn down :/ because it bogs at high revs and hardly pulls off atall in low so 4.5-5g rollers i think but dont know where to buy them from also the exhaust is one solid pipe took that off earlier and all i could find was a washer next to the manifold took that out and it just made it really loud didnt do much on the power side

If it's a washer in the pipe then it's a restriction and should be left out. If it's a washer around the pipe you might have just removed the exhaust gasket and that's why it would be loud. A stock scooter exhaust shouldn't be loud restricted or not. If it was a restrictor, you might wanna make sure the carb is in tune. It could be lean with a restriction removed there.

it may be loud like brent said from it being leaner or you may not have the pipe sealed properly and some gaskets do look like gian metal washers but they are larger then the header pipe

the ring was smaller than the manifold and sat inside the exhaust there has been a slight power difference from a standstill up until about mid revs then there seems to be flat spots and nothing will happen :/

i would pull the carb out again and pull the cable off and make sure you have full movement there make sure there is no kinks any where in the cable and get it put back togehter then make sure you have full throttle movement before putting the carb all the way back in
then make sure you have the vaccum is hooked up right

i one that and as i had the throttle housing out i pulled the throttle and got full movement couldnt see any obvious kinks or breaks but it did pull the spring up on an angle and also on the starting front tried starting it didnt work so put hand over air filter box and it started just revved really high maybe an airleak somewhere??

ok so now you have it to the throttle works all the way and when it reved to the sky dod you check to make sure the throttle slide was all the way down
