If the radiator were hidden and the fairings and such were pretty clean, I don't think that would raise many eyebrows. At least not where I'm from and nobody knows about or cares about scoots. I think the rough appearance would attract attention from people that possibly wouldn't otherwise give it a second look. That stuff and a sort of safety inspection would make it a really badass scoot in my book.
