I'm still thinking along the same lines as the last posters. If timing is correct, it's got fuel, air, spark, compression, and no vacuum leaks, and the thing sounds like it's fine when it runs other than at low engine speeds it's likely to be pilot jet / mixture screw related or some passage related to them is clogged.

if i put my hand on intake throat of carb.[ where air comes in from atmsphre ]as i crank it over, i get fuel on my hand! is this normal?

Here's a shot in the dark. If it starts and runs for a little while, how about the fuel line? Does it steadily run down to the carb. ? I've had them get air bubbles in them if they even have a slight upward turn in the line. Or maybe the tank vent is clogged? Perhaps try a different setup with a small amount of fuel in a plastic tank. Forgive me if this has been mentioned before.

if it starts & runs for a while then wil not restart i would first look for a compression leak, possibly a shot head gasket failing under expansion....
tip - never tighten head bolts / nuts on a hot engine....
mate did this once and while we were sat round chatting, as our engines cooled we heard DING, PING, DING DING!!! all his studs popped the thread lol!

moisture in the gas perhaps. water is heavier than gas so it will be in the carb first. drain the carb into a clear bottle and if its cloudy or milky looking it has water in it.

OH!,RD no bubbles or obstruction! I just ordered a new 20mm carb,as I have installed a 100cc top end! ran great foe a few hundred miles it shut off by itself at work one morning and never started again untill i let it get cold and then it runs as long as i rev it ! if i let it come back to idle it shuts off ,wont start again til i let it set a couple hours!

how did you determine there is no intake leak? you still have not said what a compression test shows
