Air filter

I have a big black plastic air filter. It has the snorkel thing attached to it with the plug with smaller holes on the end of the snorkel.
Is this system ideal?
My scooter surges and sucks at anything past 1/2 throttle or so. And in other posts I was thinking lean...which it only has 72 main jet and non adjustable air to fuel mix screw. Also needle can't be adjusted.
Then I thought maybe air is restricted.
Anyways, main question is that air box ideal?
I have ordered a better carb that's on the way and it comes with a standalone small filter. Wasn't going to use it, but can if it's an upgrade.
Any opinions are welcome.

Pod filters are not really an upgrade. They just make the scooter louder, and use more fuel. The only reason to run one is if the carb is too big to fit the air box. Some get good results with removing the snorkel from the air box. But you would need to alter the jetting to suit.

Your new carb will be jetted to use the new pod filter, a matched set so to speak, use it. You will need to protect the pod filter from water. Riding in wet weather will not be possible without some sort of protection. The stock airbox is made to drain water for a stock carb and reduce intake noise, but will not work with your new carb without re-jetting.
