It seems like there are multiple issues surrounding small electric vehicles in general. Some of them aren't taken seriously on the government's end with no helmet laws and on the citizen's end with zero respect as if they're all toys. Then no one can hear them coming and the one's I've seen in little rental racks in a local college town don't seem to have any lights. The stand up scooter types especially seem to be used on course just as if the person were on foot, so you've got this speedy silent thing going much faster than foot traffic. On top of that, the local news was covering them being stolen and used for joyriding in all sorts of unsafe ways. Prob more of a rental method issue or something, but either way it's directly attached to these small electrics.
I had someone giving me a rash of crap about me being selfish for having an exhaust on a scooter a couple of weeks ago. He said basically everyone doesn't want to have to hear it. After a couple of comments, I looked at his page and saw his e-bike and replied, "Could be worse. Could be some silent electric two-wheeler that's much more likely to injure pedestrians or cyclists according to NHTSA and other studies." Never heard from him again. I'm definitely not 100% on the loud pipes save lives bandwagon, but there's clearly a benefit to having some idea that a vehicle is near you. Ride with me sometime. A fat dude in bright clothing with neon wheels on an always high RPM 2T with a pipe. See how often pedestrians have no idea I'm nearby.

We have had quite a few deaths in the city from using those stand up E scooters. The police have really cracked down on it though. Nowhere near as many as a few years ago. You can also legally hire them here. But you must have a driving licence to do so. Doesn't seem to stop underage kids hiring them though. Must be using parents app. They have GPS on them so the hire company can tell where they are. Probably a good idea, as they have had to remotely shut them down a few times. Some think it's a good idea to take a vehicle with a 16mph top speed on the freeway!
