The Contra spring squeezes the rear pulley halves together, a stronger one keeps the belt in the lower gear ratios for longer. Think of it like the big 'granny' gear ring at the back of a bicycle. Higher engine rpms, but the squeezing can limit the top gear and effect top speed.
Clutch springs change the rpm where the clutch engages - changes the engine speed where the scooter takes off. heavier ones mean you need more throttle to take off - in theory you tune this to your engine's power band for best takeoff as desired.
