Is it just typical normal Chinese brand?
Or a step better than average?
They look made better, but looks can be deceiving.

A good rule of thumb is that if it is Chinese, they are all of mostly similar quality. There are only a few factories, and most 'brands' get their products from them.
Brands that have and list a dealer base and potentially sell parts and plastics are likely to be a little better, and have nicer paint jobs. They may actually spend some time and $$ making sure the factories are building to the quality level they want -- which is still at the lower end.
Vitacci is not one of those, imo.
Price is often an indication, too. Vitaccis are, or rather, were cheap when I was looking a few years back. In both senses of the word. Nothing better or worse than the others.

Vitacci is an importer of motorcycles, scooters, ATVs, etc.. They buy from many different manufacturers so quality varies depending on which manufacturer made the scooter. The Vitacci Clash 200 that I have seems decent but it is manufactured by Taizhou Qianxin, a subsidiary of Zhejiang Jonway. The engine was manufactured by Lifan (LF161QMK).

My Vitacci Spark 150 is decent .. stylish and reliable . Only problems , nuts vibrated off exaust flange ..replaced witk flat washer , lock washer, and lock nuts ... and ign. Switch ..fixed that by installing a master on / off switch before ignition switch .... 150 Fighter , no problems ... Even less with my Zhenjang scooter ....It just performs as expected ....
