I'm sure it's possible to enable it, but it might take a good bit of re-wiring. My 90cc Triton came with a switch with just a starter button and I wired it to a new style Triton switch with the light switch. Takes a goo d bit of probing to see what's what but it can be done.
Here's the post I made when I did that. Not sure that much applies here, but just in case...
"When I ordered a new brake lever, I ordered the one like my other Triton uses. It includes a parking brake. I ordered a complete LH assembly and already had a RH assembly around. My US version Triton has more headlight functions as well as a kill switch. The US version allows you to turn the running lights on, headlight, hi/low/pass switch, starter button, and includes a kill switch. The Mexican version's lights are on anytime the bike is on, have hi/low switch, and a starter button. I've been putting this off for some time, but I decided to wire this all up today. It's not a plug and play setup unfortunately.

This is a lighting controller of some sort that the R3/Mexican Tritons use. Newer versions don't use this.
I had to chop up both harnesses for each side and solder the appropriate connectors on.
Installed on the scoot and put the panel back on.
Here's a little list of what wires I had and what I modified. May be of some use if anyone else does something similar. I think you can figure it out with this and looking at the pics.

Everything works but the passing light (turns on both high and low beams momentarily). That doesn't really worry me, I mainly wanted the ability to turn my lights off and have a parking brake. I havent hooked the kill switch up yet. I believe there is a connector by the CDI for it, so I'd just need to run the wires up to the connector on the handlebar.."
