where is this thick black, sticky stuff coming from. it's below the cylinder area, exhaust and the plastic cover for the water pump is caked in the stuff. imgur.com/a/xXuOGY0

possible exhaust leak test it when the scoot is running take a wet rag and plug the end of the exhaust if it kills quick then you are sealed up tight If not then you have a leak
To track down the leak the same way you find a air leak in a tire with the scooter running Take a squirt bottle filled with soapy water and squirt it by where the connection of the cylinder to exhaust pipe is and see if it bubbles up.

I might give them a tighten again. I know over time the gasket beds in and you need to tighten it so I might go do that

test for exhaust first before tightening the bolts you dont want to overtighten. Dont fix what aint broken is what my grandafather taught me
a exhaust leak at the head of the pipe could definetely cause this . I have had a similar mess underneay=th my scoot from a small exhaust leak send out some oily spooge . If it has a small leak at 8000 rpms it is going to send a oily mixture out .

yes an airleak can cause a spike in temps an airleak from the exhaust/cylinder head? where the black stuff is coming from. that would cause heat issues or do you mean if there is leak around carb/inlet/reed?

Any extra air coming into the cylinder either from a intake leak or exhaust leak would cause fuel mixture to be leaner causing over heating
