to fix up scooters i buy lots of salvage, parts, or things without paperwork but i've always run vins on the NICB vin check website and they always come up clear.
But apparently that check doesn't get information from actual police departments or theft records.
My brother tried to register a scooter i fixed up for him and it came back with a hold from the Chicago Police Department. It took 5 phone calls to get any information from them and they're basically like, "yeah it's stolen." But it's clear they aren't interested in doing anything about it. I suppose they have too many murders to be caring about scooters stolen 3 years ago.
Pretty dumb situation.

Still, you came out lucky. There's a lot of stories out there where someone has their vehicle stolen, reports it, it gets put on a police theft list, it gets recovered, it doesn't get taken off the theft list, and the real owner ends up eating pavement after getting pulled over for driving their "stolen" vehicle.
