my new 50cc scooter will do about 35mph, what's the best way to get it to 40mph without getting into big bore kits? carb or variator?

The 'best way' is to get a bigger scooter. I think if you watch the videos made by the site proprietor you will learn a LOT about the possible routes to higher performance via higher horsepower. Getting 35mph on the speedometer is common, but the speed should be verified by use of a chase vehicle or a GPS operated speedometer APP in a cell phone. Some models are limited by a CDI that is interrupted by electronics that monitor the rpm of the clutch. Some use a 'slug' between the sides of the variator to limit how large the variator can get, thus limiting the ratio change to slower speeds. If you don't have any of these things, you are likely at the limit of your power developed by the engine. Increases only come through improved breathing, peaked ignition timing(adjusting the pickup to advance), or increased displacement. The easiest, as far as I am concerned, would be the last, displacement. Installation of a BBK is interesting to me, and the results are instantly known. There will actual acceleration from a start, much less 'casual' than is that of the OEM 39cc displacement. After that, a bit larger carburetor, a less restricted exhaust, different gearing in the final drive gearbox... many things. I think replacing the airbox and muffler/exhaust will give the least benefit, but as they are not expensive, they are popular. tom
