I just disassembled the CDI and went through the manual again. I come across a part which made my suspicions whether the CDI has a limiter has become stronger: ''The CDI incorporates the “Power Control” feature, that eliminates the need for an rpm limiter.''There is a good chance that the power control function indeed holds the revs at a certain level. Why would they otherwise say that a rev limiter is unnecessary? ''...eliminates the need for an rpm limiter.''

that is a Tops Performance, performance cdi. 0 restrictions from that. they're company what helps you gain performance, not lose it. personally, I would send it in or phone the mechanic and get his opinion, tell him what you have done so far to diagnose the issue.
you're in one of them ruts that I hope to never get into. nothing worse than not being able to find the issue.

Just tested the Athena CDI and made everything even more worse. I cant even give like 20 or 30% throttle or it starts sputtering.
So the Top Performances CDI gives better results.
Would maybe a variable CDI of Top Performances be better than the fixed version of it?

I have no idea what the issue is at this point. you're better off sending it in to a specialist who actually tunes and builds scooters bro.

Did you find the problem? I have the same exact issue and dont know what to do. No unfortunately. I have given up completely and decided last month to disassemble the cylinder, exhaust and transmission. I downgraded to a DR70 in combination with a Yasuni R exhaust. Also removed the MHR overrange and installed standard rear pulleys and clutch. Installed a Polini speed control variator. After minor main jet adjustments, the scooter now runs well without problems. Still dont like the fact that i couldn't find the cause for the Athena but it is what it is. During dissemblation of engine i also inspected both seals and surprisingly found out that the magnet of flywheel was cracked and bit of pieces broken off. I installed a new flywheel but refused to install the old cylinder back because i was completely tired of it. Don't know, maybe the Athena Racing is just a difficult cylinder to find the right adjustment.
