Cam chain tensioner question

I can't get the chain onto the cam sprocket.  If I push it on the back end it pops  off the front end  and visa versa.  Do I need to remove the cam chain tensioner to have enough slack to allow the chain to meet the sprocket?  Or do I  need to keep trying to get the chain onto the sprocket.  I spent the last 2 hours trying to get the chain onto the sprocket.   Without success.

You need to withdraw the tensioner or take it off.

Thanks. I thought that would be the case but wanted to be sure before tackling it.
