Hello. Irecently bought a 2002 49 CC vino. it ran great, started immediately and would cruised at 35 miles an hour. This afternoon I went to take it for a spin and after about 2 blocks it just died. I have power to the blinkers, instruments, horn, and brake light but no power to my starter. It's like a fuse blew somewhere in the ignition system. Any help would be appreciated.

so it died on the road AND you probably have a dead battery. you need to do some diagnosis and give us more than you have. I suggest you check spark, fuel, your battery voltage to let us know.

Have you tried kick starting it to see if it runs?

No luck with kick start. Battery is strong; horn loud, blinkers strong. It's like suddenly power was switched off to the ignition. Is there a fuse in that circuit? Started right up and ran great as usual for 2 blocks then it was as if the key was turned off.

I can't speak for YOUR bike, but mine has a fuse at the battery near the positive terminal. if it IS blown, there is a reason why it blew and that usually would be something shorting to ground.

My vino also has a fuse by the battery post.
I had a spark plug cap/wire crap out on me after a bunch of years Scoot left me stranded on side of road in a no start condition
I would check the spark plug wire to coil connection . Start at plug and work back to coil pull it off the spark plug does it snap on and off as before . Is the plug cap still attached firmly to the wire or is it loose. Follow the plug wire back to the coil. Check that the plug wire is still plugged in to coil with a good connection and also the ground wire of coil is still grounded to frame of the scoot .

But any do I have horn, brake light, signals, instrument lights but no power when I push the starter button? (and no action using the kick starter either)

'no luck with the kick starter', and 'no action using the kick starter' isn't telling us much. is the engine actually spinning when you kick start it?
have you ever tried jumping the starter at the relay across the two poles to check the starter and the battery? when you do this make sure it's not going to start and take off on you.
