Can I gain some power on a chinese scooter with a tiny engine just by replacing the intake and exhaust ?

Changing pipe and carb will make a diffrence in power, but you will be limited to what power the 50cc can make. Tuning your cvt would help top speed and take off. There's only so much you can do to a stock 50cc motor. To really get better performance you need to go to a 70cc kit then you will need a pipe and carb and cvt set up to suit.

A pipe will help and if you run a pod type filter you will need to move the clip down on the needle in carb may even need 1 size up on main but see how it goes to begin with, go from there usually a pipe and pod filter will need some adjustment in carb

Probably won't make a much of a difference to performance. The air filter and exhaust will make it louder, and use more fuel. Four stroke exhausts are not too restricted. And the filter isn't really holding performance back on a standard bike. The main reason to change the exhaust is to get a better sound. Would probably see better results with a good variator and setup.

It needs a certain amount of pressure to work properly. My mate fitted a straight through pipe to his bike. It actually made it slower by 5MPH.

Now, I want to upgrade only the air filter .Will the mixture become lean (should I adjust the jet) ?

You are better off just removing the stock carb and replacing it with a carb made to use with a pod filter and usually comes with one. Keep the stock carb and stock air filter together in a box on the shelf.

I would start by 1st reading what your spark plug is seeing afr wise. If it is running really lean you probably won't gain much power from doing a pod filter or exhaust since it is already running lean. You probably want to add some fuel to fatten up the afr. Won't make a huge difference but will help out with different things.
The most gain are mostly in your cvt, check if it has a restricted cvt, see where your belt is riding on the rear pulley, add a tac to see rpm at full throttle.
9500 ish on 4 stroke with a decent tune and proper belt riding is pretty close to being maxed speed wise. Little things may add a few mph but probably nothing you will actually notice
