Looks like a vent tube for the engine.

Maybe take a pic of the OTHER END showing what it is connected to, and surrounding stuff.(context)
A tube hanging unattached may be a vent, or could be some part of the emission control system that has b een disconnected/removed. Hard to tell w/o knowing where it comes from.

The black canister in your hands is fuel tank vent, usually with a hose either going down the plastic towards the ground.
From valve cover is just vent to atmosphere, usually ran into airbox

Look on the intake tube from the airbox, going into carb, you may have a nipple or what is left of a nipple for the valve cover tube
