When I press the electric start button I can hear the electric starter making noise but the engine wont turn over. It also wont turn over when I kick start it. It's only happening about 1/2 the time which is what's really confusing me but the 1/2 of the time that it does turnover I have to go fully on the accelerator and hold it for 2-3 seconds for it to finally settle into idle. Once it's going im having no problems with anything and it rides perfect, just can't seem to get it to turn over.
I've put a full tank of fresh gas in it and adjusted the starter but neither of those have helped.
Any ideas on what to try next?

Have you checked the voltage of the battery? A good battery should be over 12.5V.

What do you mean by not turning over ?? Like locked up and won't turn the engine or engine won't start ??

I have no issues with any of the dash lights or lights and when I try to start it I hear the electric start getting electricity it just wont actually start the engine.

Have you checked the voltage of the battery? A good battery should be over 12.5V. whats the best way to check if the stator or the Voltage Regulator/Rectifier to see if they are working correctly as today when i kick start the scooter without the battery connected, and check red wire from the rectifier that goes to the battery its only showing 6v.. forgot to take photo on when doing the test

You need to charge the battery before putting it back in the scooter. With the scooter running you should see somewhere between 13-14.5v at the battery. Brent has a quick guide to check the stator output.
