I have a 2016 Honda metro that the electric start doesn’t work (can kick start n runs great) the battery is new and does the same even if I try to jump it !! I can hear the the relay click every time I hit the starter and I’ve can see and feel the mag move ever so slightly so I did try another stator from another metro and it acts the same AND I put the in the other metro and it worked as it should so stator is not the problem Hoping somebody can lead me in the right direction !!!

It sounds like you are getting power to the motor. It's always good to check you are getting voltage with a multimeter to the output side of the relay first though. If you are the next step would be to examine the cables on the motor. Perhaps take off the ground and clean it. If that doesn't work you would need to take the motor off. These are usually somewhere that gets muck on it. It should be easy to test once you have it off the bike and cleaned up.

I do not understand what a stator has to do with a start problem.
Have you jumpered across the starter relay? That would test the battery, cables, and starter. If it worked jumpering across the relay, the relay is a likely suspect. If you jumper directly to the large starter terminal, and it works, then the battery terminals, cableing to the relay and from the relay and the relay are suspect.
Maybe I missed the boat, but it is not too far from the pier...? t

Going by the manuals section on here to the left, Metro's up to 2006 used a starterator (starter/generator). That makes the stator work as both a generator and a starter. Can't say about a 2016?
