I broke the bike down and installed a new crank shaft. It has spark before I disassembled it. I tested the ignition coil. Primary side on 200oms red 8 to 15. Secondary side on 2000koms red 1100. Is coil good? Is there a way to test the cdi? Could it be a bad ground? When the scooter turns over the headlights come on. Any help would be appreciated.

You can't really test a CDI without a tool that most of us don't have.
You'd need to check a Roughhouse service manual or search for coil resistance values.
I like to crank the engine over and check voltage coming out of the pickup and the exciter with the wires disconnected from the bike's harness. Most small scoots will do somewhere in the neighborhood of 0.5V out of the pickup coil and at least 50V out of the exciter coil while cranking.
No offense meant here, but make sure it's not something silly like a kill switch got turned on. It happens.
