So I got my new belt today. But it’s shorter than the old belt. I ordered 788-17-28. Should I have ordered a 788-17-30? Or did the old belt stretch that much? The old belt doesn’t have any marks on it so I kinda guessed when I ordered it. So it fits just the cvt isn’t working correctly now. I even tried adding shims.

The Chinese belts are usually a headache waiting to strand you. Stick with Bando from a reputable source 788-17-28 788 is length, 17 is the width, 28 is the angle
EDIT: scratch that, I am not sure which belt your roughhouse uses. I am sure someone else will know. You could measure the length of your old one by making a mark on it, and roll it out on a flat surface then measure the distance between the marks
