OK, as all continue to post...I have never been so stumped., but yes, no spark I left the bike sitting 1 year. It had a battery and a carb that had 5 min on them, they were new when I left, etc. It ran perfect too. I expected it not to run after sitting. 1 yr.
I expected it to be bad gas. I pulled the carb and put in a new one...of course the cheap new one had a stuck float and gas poured out the overflow hose. I decided, the old one had no use. I thoughaly cleaned it and reinstalled it. No overflow on the one that worked that I cleaned, lol. No spark???
So I had a new CDI, COIL, plug kit. So, I stuck them on. Hmmm. No spark. still I'm thinking, from not running????No spark??
So I pulled the flywheel, it has that 11 pole 3 wire, harder to find magneto-stator. The flywheel was filthy. So, I cleaned it and reinstalled it...Hmmm. Still no spark. So I put the new stator and flywheel and magneto on, gapped it at a business card....no spark. I tried 3 different coils, CDI's and plugs. Checked all the wires. I even go out at night in case I am missing seeing a faint spark.
What can fail-electrically from sitting? I haven't checked any kill switches. I am at this point reverting back to all the old parts that had worked before I left and now have my upteenth box of crappy unknown condition parts. They are so cheap, I keep them. I always buy new anyway. I keep them handy for side of the road, free scooter assistance.

Check the kill wire at the CDI to see if it is grounded. A grounded wire will result in no spark due to the kill switch, ignition switch, bad wire, or a safety switch.
Failing that download the service manual. We have a few available on this site. Follow the trouble chart EXACTLY, do NOT skip any steps. Shotgun replacement of parts with dubious quality new parts very seldom works. When you get it sorted try the new parts you bought to see if they work before you put them in your roadside repair kit.

Wow guys, thanks! I knew I could count on these boards. Joshua, thanks for that! My multi meter and test light are dead so the blk wire idea helps. It was outside the whole time, sadly. Also, a weird thing... It is a stolen recovery. Like I said, it ran well...but when I went to register it, they said the VIN was bad, or wrong. I finally found the VIN. I had tried to get ins but they said never registered. It seems that this scoot was never tagged in the USA. Weird. Do you know if TX needs it to be registered and insured? In FL the answer is no, which of course adds to thefts.

I think Kymco uses DC CDI to produce coil impulse power. If your ignition switch is gummy due to disuse atrophy or due to weather, it may not be passing 12V to the CDI, and there will be no spark. Look at the Kymco wiring schematic, and figure out which wire provides power to the CDI. Check that it goes to the ignition switch, and the other terminal to ground, OR the reverse, with power to one CDI terminal, and the ignition providing ground, and either way, YOU provide the connection to whatever the ignition switch provides. IOW, likely power to the CDI from battery +, and check for spark. IF the switch provides 12V. And the reverse, ground to the CDI if the switch provides ground. tom

Pulling the ground wire is easy. You can even cut it and use a but splice to put it back together.
Lack of a meter or test light is no excuse. You can make a test light out of any working 12V incandescent light bulb and a couple pieces of wire. A paper clip 'probe' and an alligator clip make it better. A salvaged light socket for the bulb makes it easier. You can even use any working bulb on the scoot and a single piece of wire. Use your brain for something rather than just a hat-rack.
My scoot has never been tagged in the USA either. I still have the manufacturers certificate of origin and sales receipt. I did have insurance.

OK, I removed the black wire from the CDI, but still nothing. I had mentioned my first thought was bad gas from sitting 1 year. It smelled bad. Non-ethylene gas is becoming readily available. I usually put stabilizer in it but my job offer was ASAP so I barely got away on time as it was. I didn't return once.
So I also mentioned that my first part change was the carb. Well, low and behold, yesterday, since the battery was dead, I decided to check the oil. I did that 1st thing when I started this project and it was fine. This time about a quart of gas pored out of it. I guess it was a good thing it didn't start. Damn cheapo new carbs seem to let me down. I wish there was a makuni.
Anyway, removing the black wire didn't help. Damn this scoot. I've killed a new battery as well. I haven't checked for spark, it seems to be obvious there still is none. I had bought a 150 VIP anyway. I had assumed it was a dude selling it, LMAO! I get there, 3 hrs away, and it's a hot chick. I was in my old Acura MDX and I have shoved other scoots in it when I see someone broken down. I was expecting a dude! So, the chick couldn't help much. I lifted that 300 pd monster into the back of that SUV and she freaked. She had already said, that won't fit in there, lol.
That bike had no muffler and no front brakes installed. I did not expect it to start 1st time and run perfectly. It did! Even though it lay sideways for 3 hrs. I waited to start it because it had a dead-dead battery. At least I have 1 operational scoot here. I have houses in Panama so there lies my reason for being such a scoot enthusiast. I have a 110 there.
So I will read the manual and not skip any steps. I love your new post FrankenMech! I am just perplexed mentally. My wife is pissed I keep wasting time on this and doubly pissed I bought #2. I needed some more speed anyway. It was on craigslist for 1000 and then one day she reduced it to 360.00. I had to buy it. 2020 6000 miles. I don't know how but she rigged the ignition. She put the back-the operating side- in the covered-hole on the top of the steering plastic on the left. It works and I have seen worse.
I am assuming that after I read the manual the answer will be, I need a new wiring harness. That scares the crap out of me. I rewired my old Norton in all blue and yellow, because I am color blind. To me, it looked pretty.
The last thing that bike needs to do is sit more and I am pooped. At least I have a clean engine, inside and out.

Hey grumpyUnk, thanks. Being that this is a stolen recovery scoot, the ignition was replaced by a 2 wire ignition switch. They smashed the damn plastic to get to it. I have no idea how they got it to two wires. But it did work fine. Thanks frankenMech, I do have 4 alligator clips out there. I have a damn test light with a bad bulb and 100 -1 dollar flashlights that don't work, so yes. I am just being lazy and changing parts. When I left I unhooked the battery so it wouldn't go dead, so I assumed when I returned, I would do the usual like my lawn mower that never starts come spring. Laziness is terrible. I know better but I also didn't expect getting an out-of-state job while I was sitting in my hammock in Panama. Now I am sure I have to de-gunk that carb, however they only sell 91 and 95 gas there and it is all corn oil free! I just handed my keys to my Panamanian neighbor and he started the bike from time to time, but I heard from a girlfriend there that he had family living in the house, lol. When I get there it is funny, the floors are wet, the sheets are perfect. Everything is exactly the same, except last time some one took my electric tooth brush but left the charger base, lol.

You are in luck being color blind. The wire colors on China scoots can't be trusted. Trace and sort by function and meter/test light. The original manufacturer (Honda) spent a lot of time and effort on those troubleshooting charts. Having them translated into Chinese and back to Chingrish does not help but you get the idea. Unfortunately the present manufacturers have removed every tenth of a cent in cost so replacement parts are crap and so are the scoots. A burnt out headlight can fry the entire electrical system.

I've got pulse, I've got good resistance, 200 V, blk going in 2 prong is constantly hot. I took the black covering off the wires, they look great.I tried 2 new CDIs.

OK, frankenMech... is it possible I am putting an AC CDI box when I should have a DC-3 wire CDI box and this is the problem? You are the first to tell me this so I had NOOOOO idea
