What's an easy and effective way to clean the spring that pulls back the kickstarter?

I've always found brake cleaner works well.

I usually brake clean the area, spray down with some sort of anti oil soap (such as dawn) then power wash the area. You will ABSOLUTELY NEED to regrease everything after you clean it otherwise it will nto only rust instantly but not work properly.

standard gasoline/petrol is a decent solvent
