I was sold a bike with a 77cc kit and I've put a derestriced cdi of it it fully revs pit to over 12k rpm yet when my bike gets to 30mph it basically just cruises at that speed and doesn't wanna gain anymore everything's restricted cdi carb exhaust

Sounds like it's still restricted elsewhere, thats stock speed 55km. Depending on what bike you have, carbs can have restricter plate that stops air getting it. Pipe can have a restriction in it some were. A 77cc bbk should be getting 50+mph even with stock cvt.
