Is my aerox restricted?

Hello i need some help ive tried everything on this skooter but it just doesnt want to go over 70 my parts are: 70cc port taiwan cylinder, leo vince zx, malosi multivar 2000 with 3x5.4 and 3x7 ive tried 6x9 still 70, my clutch is malosi fly with yellow central and white small springs ive tried with red central and its the same, 17,5 delorto with 90mm jet. The only thing i can thing off is the belt i have a 749 witch is too used and a 751 malosi one, one mechanic told me to try with 745 but i think its not going to make anything because its smaller than the 751 and wouldnt make any difference in the top speed please help me

The ZX falls out of the power band after 9000RPM. That will limit your speed.
I would also think your cylinder isn't up to making that much power. I also think your rollers are probably too heavy.
You would need a higher end cylinder and exhaust to get anywhere near 70mph.
