I am not sure if this is the problem. The teeth don't look like sharp and shiny as if recent wear would maybe indicate. There is a slipper like clutch attached to this part, but I have recently cleaned and lubricated the parts per service manual. This gear thing does slip when I try to turn it, but it also some slop/play. The intermediate/idle gear's teeth look ok but sharp. Anyone else relate? Thanks!

Thinking that your "Sprag" type starter clutch is either dirty or worn out. Cold temps probably aggravates the situation. Looking through the holes in your photo's you can see some of the needle bearing like dawgs
Try spraying some carb cleaner in them Work them to scrub Wipe down Blow dry Get some fresh lube into them
