2005 metropolitan will kick start but no electric

i have  50cc scooter that i have checked all fuses , changed the starter relay and put in battery. the headlight is dim on idle and when at idle i an not charging past 5 or 6 volts ... i rev up and and i goes up to 14.4v is this a sign of stator or rectifier? thanks

Sounds like the charging system is working perfectly as designed.

If you are having starting problems download one of the maintenance manuals and follow the troubleshooting charts EXACTLY, do not skip any steps.

ok thanks for the heads on posting in wrong spot. i will get a manual. i thought even at idle it should be charging at the 14.4 and it isnt ... it is at 5 to 6 volts

That rig is a whole different animal than most scooters.
It has a starterator (starter/alternator) so expect a deep dive
