I was using this with, I believe, my seat heater, and all of a sudden yesterday when I turned my scoot on (put the key in and turned it), this thing started making a high-pitched screeching sound. I could get it to either stop or start making a different screeching noise by holding it at various angles. Any idea what causes this?

Bad connection or broken wire causing the magnet that operates the relay to pulse causing it to make and break contact. The relay is probably ruined. Replace the relay and check the wiring for faults.

I've done some work with GPUs, and Google "screeching sound gpu power cable" says:
The noise can range from a faint squeal to an annoying whining or screeching sound. Coil whine typically occurs when the GPU is working hard, such as when gaming or running graphics-intensive programs. The vibration is caused by rapid changes in power flowing through the coils as they regulate the voltage on the card.
