I have a TaoTao vip future champion scooter and I repla ed the light bulbs and light wiring harness and checked if there was power going g to the headlights both high beam an low beam and there is power, yetthe lights still dont work.

Have you replaced them with LED? Why did you replace them originally?
If you are getting 12V at the light fitting. It can only be a ground or bulb problem.

The headlights are not powered until the engine is running. The cluster illumination and the gauge indicators are battery powered. The flywheel generates voltage when the engine is running, which is regulated and rectified by the device hidden under the front cover. Headlight power is not as clean as that which is used to re-charge the battery and power 12VDC electrical loads. There are posts on-site about the generating system, how it can be modified, and in general how it works.
So... which lights work/don't?
