Starting issues

Hi all, new to this forum so thanks for the opportunity. My son has a Longjia 50cc 2 stroke Riviera. Previous owner ran it with a broken oil pump hose so piston and rings were welded together. We have put new carbie, stator, plug, coil pack, piston, rings and head and it ran but revved really high. Pulled it down to find lack of crank case seal. Resealed (crank was ok). I have excellent compression, excellent spark, fuel but it will only just start with starting fluid but won't run.

Any ideas???

Update
Got it started but it wants to rev incredibly high. Will try a new throttle cable unless anyone has any other tips
