That's really cool. I'd buy a used sportbike first, but it's cool as hell that they've made it for the folks with money to burn.

could you imagine the power with dual 54mm bores
you wouldnt gain top end but dam they dont make gears low enough to use up all that power

Oh, there's no doubt in my mind it would be a blast. I bet if it was all done and synced right with an OR kit and final drive gears it would go plenty fast to be pretty scary.
My main thought is that you've got the scooter + $6,000 worth of parts and it would never keep up with or (most importantly for anyone not drag racing) be legal like a newer 600cc sportbike. It's no secret I love scoots, but that is a ton of money for a scooter engine. And also, if going that fast, you'd need to look into brake upgrades, good tires, frame bracing, and something better than the cheap shocks on some scoots. Brakes and tires are a must IMO. At 70, of course I am fat, my brakes on the Triton aren't horrible, but they feel like I'd be screwed in a real emergency stop kind of situation. By the time you get that all done, you prob wouldn't be far from a brand new 600. The other issue is, you'd use more gas than the sportbike probably. 35-60MPG is what I see from my 1 cyl 90s with diff setups.

I would *think* you could locate a wrecked/written off maxi scoot, and combine the parts cheaper, with a more reliable result, than building a special 2 cylinder motor.
If a fella *needed* a 2 cycle a snowmobile motor might be a place to start?
