so if you pull a vacuum on the vacuum line going to the petcock (fuel shut off) fuel comes out the fuel supply line to the carb
and you said nothing is clean in the carb start by takeing it all apart and cleaning it make sure to pay attention to the float and make sure that the needle seals and opens up to allow fuel into the bowl

black 2stroke sit or stand japanese brand Nothing against board scooters but our site here deals with step-thru sitdown small diaplacement scooters with bowl-type carburetors. Your machine has a pulse type carburetor that uses crankcase pressure pulses to meter fuel to the carb as needed. Most likely your carb needs a rebuild kit or a replacement.

a lot of carb problems like this are caused by poor compression in 4 strokes, ie cyl head gasket, bent / poor seating valves, incorrect valve clearance, sticking piston rings, intake manifold leaks - or on 2 strokes, leaking base gasket, badly seating or broken reeds, losing primary compression from leaking crank seals / casing gasket, worn bore / piston & rings, sticking rings, manifold leaks and even blocked exhaust pipe.
it's natural to assume that fuelling problems are caused by the carb, but if there is no vacuum to draw fresh mix into the engine, then it won't run and will fool you into thinking it's a carb problem.
similarly, if the inlet valve(s) (4t) dont seal properly, or if the reed valve (2t) is broken or badly sealing, then you will get a pulsing effect rather than a vacuum and this will push / pull the fresh mixture in & out of the carb venturi, rather than drawing it into the engine.
an easy way to tell if this is happening is to drain off all the fuel from the carb & cap off the fuel line from the tank (for safety reasons) and hold a lit cigarette (or joss stick) close to the carb intake (with the airbox off) and see if the smoke is drawn into the engine when you crank it over, or if it is chuffed in & out.
if the smoke is not being sucked into the engine then you need to look at ruling out the above causes before wasting time & money on the carb. chances are the carb is working fine, but if there isn't a constant stream of air across the venturi then fuel will not be drawn across the jets.
