It is pretty cold here right now I went to work yesterday at around 11am it was flurrying a little bit scoot running fine I got off work at 5 went to start her up and bam the throttle was froze is there anything I can do to keep this from happening I had to leave the scoot sitting in the parking lot

may be a bit of water has got down into the cable inner which is a bad thing in itself as it will eventually corrode and break. best to replace the water with some grease you can get proper cable oilers / greasers but an easy diy way is to take off the cable at one end, put a good dollop of grease in a plastic bag and tape it tightly over the cable. then twist / squeeze the bag until the grease is forced down the cable inner. it helps if you pull the inner cable in & out as you lube it. also check inside the throttle cam on the handlebar.... it may be that the grease in there is too thick and is just going rock hard with the low temps. a general purpose litium grease is good to use

thanks vvtr I know my other scoot doesn't do it at all
I was going to get someone to take me to get the scoot today but it is 16 degrees here I am sure it is still froze up I guess I will have to get some one to to load her up and bring her home sometime today

well I went back to go pick my scoot up the next day It wasn't where I left it the dash was all ripped apart hand grips cut so I am assuming someone tried to steal it. I don't know how they moved it the handle bars where locked. I was pretty pissed but what can I do that is all that was messed up thank God.

Sorry to hear the bad news. If and when you fix it, replace the throttle cable and pack the grip housing with grease. It will help to displace water and allow the grip to move freely. Don't take a chance on the old cable.
