Not sure what my question is but. What do belt angle affect? I am just wondering about belts something close to the same size but with different angles. 787x16x30 -angle being 30 788x17x28 -angle being 28

The angle of the belt coincides with the angles of your pulleys. The better they match, the more surface of the belt will be used for grip. To give an extreme example... |\_/| It would suck if your belt and pulleys matched like that. You'd have just the upper edge making contact with the pulleys. Now if your belt and pulleys match up like \\_// you get the most grip out of your belt.
In reality, I doubt you'll notice the difference in 28 and 30 degree belts there.

Eventually the 30 would become a 28 anyway. If a 28 was needed that is....
