:welcome2:
Never worked on a Key West, so I'm not sure. Pics of the airbox this hose or snorkel and carb area may be helpful. If you can't do pics, the carb is attached to the airbox via a fairly large tube I assume, 1-2" diameter prob, attached to the carb's inlet/mouth. Then is this a big hose or a more like a vacuum line size or...?

Usually those hoses go under the floorboard in the belly section of the scoot somewhere... Some also (yours looks like it) bolt to the inside of your body panel, or side panel. The hose is to prevent the scooter from sucking in water and debris very easy. You could put it any place you want TBH but there is probably a place to bolt it on the scoot somewhere.
Edit: I wish i could tell you exactly were it goes :dunno: Im just speaking from other scooters with similar set-ups. For instance, my Kymco Cobra has a hose like that. It goes inside the body side panel. My Aprilia DiTech had one that ran under the floorboard and clamped to the frame. Kinda neat really. That scoot was set-up to be road in the wet for sure. Everything on it was like that and it worked.

on the brotherinlaws old tgb it went forward and clamped on the frame rail at the end of the hose route it where it can get some air and isnt going to suck water

i use starting fluid to clean stock type air filters on yamahas you could use dish soap and water but make sure then it is dry dry dry before you do anything else
as for oil i put 2 tablespoons of 2 stroke oil in a ziploc bag and then put the air filter in and work it in the air filter
