Hi, a friend of mine has a Ruckus that he is thinking about selling to me, and it won't go over 20 m.p.h. He changed out the fuel filter and fuel pump. What are some possibilities that might be the cause?

See if it revs free on the stand. If it does it could be a cvt problem, sticking or just a worn belt. If it wont rev could be auto choke, fouled air filter, main jet fell out... Or could just be time for a top end rebuild. Also could be the exhaust gummed up... Even if it needs a rebuild its not much work. 0

severely flat spotted rollers will hold speed down but the bogging suggests a carb problem

CVT can make 'em feel"boggy" if something's wrong. Kinda like if you tried to start out in 5th gear in your car.
Take a look at the spark plug and see if it is obviously rich or lean.

I asked him some more questions, to help narrow it down. I asked if he tried running the scooter on the stand? and he said that he did and it wouldn't quite make full power. It started to bog when he was driving along at around forty m.p.h. and then it wouldn't go over 20. He also said that he took the carb apart and removed some gum in the bowl.
I have other questions about buying my wife a Kymco Like that I'll ask in the 2-stroke section. Thanks for the help!

From hearing that, the first thing I'd do is a thorough carburetor cleaning.
