I can't get my scoot to charge the battery. I can charge the battery and it will hold a charge. I thought it was the rectifier so I bought a new one with no difference. When I hook up the multimeter, it will show 12vdc but when I give it gas no difference. What should I check now, and how do I check it?

download the generic chinese scooter manual from carlsalter.com there is a procedure for testing the stator, sounds to me like the stator coils may be duff. also check the earth connections - you say you replaced the rectifyer (rectumfryer lol) but is it a separate regulator? a dodgy reg can dump all the power from the stator straight to ground.
my bet is on the stator though.

white wire from stator (charging circuit) to ground with meter on the ohms scale check to see if its open.
