I'm assuming this ground wire is on the engine frame? or?

I'm assuming this ground wire in on the engine frame? or? should be on the frame to battery - and from one of the starter bolts to battery -

I have one ground wire that goes from the ground on the battery to the valve cover, and one from the valve cover to the frame.. That's how mines arranged...

Always good to check grounds. Sounds like it could be a dead battery to me. I just had to replace mine for this reason. My turn signals were acting weird and nothing at all happened when I hit the starter button. Voltage looked good at rest, dropped really low when I hit the starter button. Here's a vid showing simple battery checks...

My issue was different last year when I had an issue with starting. It was my starter relay under the seat. It hung open AND closed at different times that week (sometimes did nothing, sometimes wouldn't stop rotating the starter) and I replaced it. No issues since last summer.
