Ok...... I'm not quite sure what you are asking?
What you are looking at is a "friction damper suspension", and unless there is any side play, or seizure of the fork action (up-down), there is nothing to service/replace there. If it is your desire to take it apart: remove the wheel and the sliding bits should somehow unscrew/twist out of the tubes. If you are looking for a "hydraulic dampened suspension" you will remove the forks (as a unit) and install what you would call a "rolling front end" (trees, tubes, fender, wheel, tire, and axle), with the fort tree having a steering stem the same, or transplanted from, the original.

They used to not be nearly as springy and worn as they are and I just want them to work. Changing to an oil shock seems like more expense than I care for.

If you are looking for more damping you can take them apart and pack the bits with grease...... probably won't last long and you will end up right where you are now.
Really, the only sensible solution is a front end swap (gaining a disk brake).
